PHP5 finde OS' tegnsæt?



God dag.

Er der en PHP-funktion et script kan bruge til at finde ud af hvilket 
tegnsæt der benyttes af det OS scriptet til enhver tid måtte køre på?

Jeg har et PHP CLI-script der gerne skulle kunne køre på forskellige 
operativsystemer.

Scriptet skal sende post med danske bogstaver, og benytter modulet 
mbstring til at tegnsætindkode posten i henhold til standarderne.

Scriptets indhold er p.t. selv i UTF-8, og scriptet antager at alle 
argumenter indgives i UTF-8-tegnsættet.

Min Linux bruger UTF-8, men der er også p.t. en Windows med ISO-8859-1 
der skal bruge scriptet.
Det er private computere i en privat frivillig organisation, så vi kan 
ikke bede folk om at ændre deres operativsystemers standardtegnsæt.

Det betyder at ISO-8859-1-maskinens ejer må konvertere scriptets 
tegnsæt, og rette en enkelt kodelinje, for at være sikker på at 
scriptet virker ordentligt på sin maskine.

Jeg vil gerne ud over det problem - hvis det kan lade sig gøre.
