Men fra politisk hold bør man diktere en politik der sikrer at

1) _offentlige institutioner_ ikke vælger løsninger hvor man bliver
   "låst fast" til en bestemt leverandør, og

2) at de borgere man skal udveksle data med heller ikke bliver tvunget
   til at bruge software fra en bestemt leverandør.  

#1 er bare sund fornuft i enhver virksomhed.  I det private erhversliv
kan vi regne med at markedskræfterne på sigt vil sikre det (givet et
frit marked), men det offentlige er ikke underlagt disse i samme grad.

#2 er rimeligt af demokratiske grunde.
